It-tanker tal-gass: l-ERA għandha tivvota kontra (2)

Dan l-artiklu deher fil-ħarġa tan-Nazzjon tal-Ġimgħa 16 ta' Diċembru 2016


Fl-aħħar artiklu tiegħi fin-Nazzjon, dħalt ftit fid-dettal fuq in-nuqqasijiet li hemm fir-rapport tas-sigurta’ tat-tanker tal-gass (LNG) li ġie ppreżentat quddiem l-Awtorita’ tar-Riżorsi fl-applikazzjoni tal-Electrogas biex dan it-tanker jibda jopera. Illum ħa nkompli nsemmi xi nuqqasijiet oħra li sibnia fir-rapporti marittimi, u li ssottomettejna fir-rapport li ppreżentajna lill-Awtorita’.

Fl-istudji marittimi skoprejna li r-rapporti tal-qawwa u d-direzzjoni tal-mewġ fil-bajja ta’ Marsaxlokk ma sarux abbażi ta’ qisien reali li jittieħdu minn baga li titpoġġa fil-post. Din hija l-proċedura li tintuża s-soltu fi proġetti ta’ ċertu kobor. Per eżempju kulmeta saret xi estensjoni tal-Freeport, ukoll għal madwar sentejn ittieħdu qisien dettaljati u reali fil-post qabel ma nbniet. Fil-każ ta’ dan it-tanker skoprejna li r-rapporti ibbażaw ruħhom biss fuq qisien li ittieħdu minn fuq website fuq l-internet!

Dan in-nuqqas joħroġ b’mod ċar fir-rapport innifsu, li jagħmel twissija li dawn ir-riżultati mhumiex ta’ min jorbot fuqhom meta wieħed jiġi għad-disinn għax ma ttieħdux qisien reali fil-post. Il-bużillis hi li din it-twissija għad-disinn qiegħda f’rapport datat 18 ta’ Diċembru, meta d-disinn tal-jetty fejn ħa jankra l-vapur mhux biss kien lest, imma saħansitra kien diġa’ nbena!

Zona ta' esklużjoni

Ir-rapporti jitkellmu ċar ukoll fuq żona ta’ esklużjoni mad-dawra kollha tal-vapur. Fir-rapporti ta’ sigurta’, din iz-zona tant hi meqjusa importanti li tissemma’ mas-Safety Critical Measures, jiġifieri miżura ta’ sigurta’ kritika għall-operat tal-vapur. Transport Malta qalet fil-laqgħa pubblika li din iz-zona ta’ sigurta’ ħa tkun ta’ madwar 100 sa 200 metru mad-dawra kollha tal-vapur. Ir-rapport jgħid li din ħa tkun infurzat minn patrol boat. Pero’ s’issa għadna ma smajna xejn la din il-patrol boat hu ser tkun operata minn Transport Malta jew mill-Armata, la hux ser tkun qed iddur mal-vapur 24 siegħa kuljum, la hux ser tkun on standby u toħroġ biss jekk xi ħadd jidher riesaq lejn il-vapur. Assolutament dettalji ta’ xejn. In-nuqqas ta’ dawn id-dettalji qed jinkwieta wkoll lis-sajjieda u lil dawk kollha li jużaw il-port, speċjalment matul it-tliet ijiem fix-xahar li dan it-tanker ħa jkollu tanker ieħor ankrat maġenbu biex jimlieh. Il-port ser ikun magħluq f’dawn il-ġranet?

Apparti dan, ser ikun hemm ukoll zona ta’ esklużjoni għall-avjazzjoni. Għalkemm ir-rapporti, f’kull parti tagħhom, jgħidu li l-proġett ma jinsaxb fir-rotta ta’ avjazzjoni tal-ajruport u allura ma sar l-ebda studju fuq dan, ftit tal-ġimgħat ilu Transport Malta ħabbret li ser ikun hemm tibdil fir-rotot ta’ kif wieħed jiġi għar-runway tal-Ajrport proprju minħabba dan il-proġett, għax fuqu ħa jkun hemm zona ta’ 3 kilometri dijametru fejn ma jistgħux itiru ajruplani.

Kunsiderazzjonijiet ġeoloġiċi

Nuqqas ieħor fir-rapporti huwa li ma jagħtux kas kunsiderazzjonijiet ġeoloġiċi. Per eżempju l-parti tal-irdum ta’ Delimara li ftit xhur ilu kienet waqgħet, lanqas biss tidħol fl-istudju, għalkemm din tinsab proprju biswit il-jetty fejn ser ikun ankrat it-tanker.

Ir-rapport jinkludi wkoll studju imsejjaħ ALARP Assessment (As Low As Reasonably Practical). Dan l-istudju jiddetermina liema huma l-miżuri li b’mod prattiku jistgħu jittieħdu biex inaqqsu mir-riskju tal-vapur, u liema miżuri għalkemm jistgħu inaqqsu r-riskju bi ftit, mhumiex prattiċi u allura jistgħu ma jsirux. Iċ-ċuċata hi li r-riżultati tal-workshops li saru għal dan l-istudju, u min għamilhom, ma ġewx ippubblikati fir-rapport. Minflok għandna karti vojta!

Pero’ l-agħar ħaġa fir-rapport hija kif fil-konklużjonijiet tiegħu jgħid li fil-“każ remot ta’ inċident, in-numru ta’ fatalitajiet huwa aċċettabbli”. Iswed fuq l-abjad, qed jgħidulna li iva, il-proġett fih riskji u għalkemm bi probabilita’ remota, jistgħu jiġru. U iswed fuq l-abjad, qed jgħidulna li jekk jiġru, ħa jmutu n-nies, imma n-numr ta’ nies li ħa jmutu huwa “aċċettabbli”.

Inaċċettabbli


Għalina, anke’ l-mewt ta’ persuna waħda hija inaċċettabbli. Speċjalment meta din il-powerstation u dan it-tanker m’għandniex bżonnhom, imma qed nagħmluhom biss b’kapriċċ ta’ Joseph Muscat u l-klikka ta’ Kastilja, u speċjalment meta jidher ċar li r-rapporti u l-istudji ta’ sigurta’ ma sarux bis-serjeta’ meħtieġa għal proġett ta’ din ix-xorta. Huwa għalhekk, li aħna qed nitolbu lill-Awtorita’ tar-Riżorsi terfa’ r-responsabbilita’ tagħha, u ma toħroġx il-permess għall-operat ta’ dan it-tanker, sakemm jilħaq ir-rekwiżiti ta’ sigurta’ meħtieġa.

Why I am dropping out of the Anti-ACTA protest

Like many avid internet users, I have followed with interest the debate about ACTA (Anti-Counterfeiting Trade Agreement). After reading numerous articles, watched sensational videos, and discussed ad nauseam with friends, I have realized that what I have come across is a campaign hi-jacked by lies, myths and misconceptions as to rival Malta's misinformed divorce referendum campaign. I have to say that the videos on Youtube   got me worried. I quickly signed the petition, joined the Anti-ACTA groups, and prepared myself for a full-blown fight against the big-governments who want to intrude on our privacy and freedom of expression.
